Tensions within the Police department were exacerbated when voters approved a referendum creating the Citizens Police Review Board.
The CPRB holds hearings on police misconduct and can recommend disciplinary action.
Some officers became so bitter about the new oversight that the Fraternal Order of Police voted "no confidence" in Mr. McNeilly's leadership.
