We have elected officials who are to watch the finances of the city, county and state. We have an elected controller in the city, another in Allegheny County, and a third state controller.
The Controller's Office Accounting Departments should be friends of the citizens and taxpayers. The Controllers are to work in cooperation with other City Departments and outside auditors.
The Pittsburgh Controller prepares the Comprehensive Annual Financial Report (CAFR).Edit
The City's financial statements present two types of statements, each with a different snapshot of the City's finances. The focus is now on both the City as a whole (government-wide) and the fund financial statements.
- The government-wide financial statements, provide both short-term and long-term information about the City's overall financial status.
- The fund financials focus on the individual parts of City government, reporting the City's operations in more detail than the government-wide statements, which present a longer-term view.
The report is audited by our outside auditors. In addition, the report is reviewed by the Government Finance Officers Association (GFOA), which has provided a "Certificate of Excellence for Financial Reporting" to the City for more than the past 10 years.
