Tribune Review, December 2007

Phil Light left office last week quietly and without fanfare, the same way he behaved during his tenure as Westmoreland County commissioner.

Light was low-key and soft-spoken when he was appointed to fill the term of his friend, the late Commissioner Terry Marolt.

Democrat commissioners Tom Balya and Tom Ceraso paid tribute to their Republican colleague with kind words and praise at last week's board meeting.

The question remains on what relations will be like between Balya, Ceraso and incoming Republican Kim Ward after a bitter general election.

Ward is only the second female commissioner in the county's history. The first was Dorothy Shope, who served in the 1970s amid much controversy and rancor.
